The Teleportation Circle spell description states, "You can create a permanent teleportation circle by casting this spell in the same location every day for 365 days." The Teleportation Circle Bastion facility description states, "Inscribed on the floor of this room is a permanent teleportation circle created by the Teleportation Circle spell."
So...does it take 365 days to create the Teleportation Circle in your bastion, or is it immediate upon hitting level 9 and choosing it as a bastion facility?

If none of the other bastion benefits require waiting a year in order to start getting a benefit from them, I'm going to go out on a limb and suggest that the teleportation circle also doesn't need to wait a year. Otherwise it would have been stated as such in the description. It's assumed by the rules that the work getting the circle created is done before that section of the bastion becomes available.

The DM isn't going to have a good reason to say you can't have your Bastian in a certain city unless somehow you aren't allowed in that city.
"Because I said so" and "Because I'm not letting you game the system" are both good reasons for a DM to disallow obvious cheese attempts.
Exactly. Some players just don't listen to reason though. I have a warlock who wants to build his bastion in the nine hells within his patrons domain (arch-devil) so no one will mess with it. Obviously I'm not going to allow that and even if I did the arch-devil has enemies so he can still get caught in the crossfire.

That has 2 problems. The first is, How are you getting there in order to build it? I suppose a high level Warlock, or one in a plane hopping campaign could answer this question easily, but most probably couldn't.
The second problem is, Has your player never heard of the Blood War? Or "games" between high ranking fiends that put the pawns in danger? Or angry celestials doing stuff? Plenty can still go wrong even in his "safe to be evil" space.
