My group’s Dungeon Master is not the owner of the Legendary Bundle or subscription plan, but I am and have shared all content with my group.
He is wanting to know how he can add his NPCs into the campaign without us players being able to see them. Does he need to buy a subscription of some sort?
What subscription plan do you have? Do you have any other campaigns open right now? If you do not, and aren't planning on starting any, use the second of your three campaigns to create a new campaign and invite just him into it. He can create a bunch of unassigned NPCs in that campaign page with your shared stuff.
Let me see if I understand. Your DM does not have a sub or the books and wants to make character sheets for NPCs using content sharing from a campaign without those characters being visible to the players?
Ok. Here is what he should do: when he KNOWS none of you are online, he can make the NPCs in the campaign using the books and them remove them from the campaign (as long as he doesnt change them, they should keep the items/race/subclass they were given even if access to thos books are lost). Without a subscription, he is limited to 6 characters.
Alternatively, he can just make them as homebrew monsters and remove them from his collection to make them 100% invisible to players and not need the books at all.
So if you have two campaigns, open a third and send the invite link just to him. He can create his first NPC as a "player" in that campaign. Then he can create additional unassigned characters. I can't remember for sure, but I think 12 is the limit in a campaign. So he would be able to create that many NPCs. You would, as the DM in that campaign, have access to all the NPCs, do as long as you don't look no one else will see them but him.

Set the character privacy setting to private. It's done at the bottom of the home page of the character builder.

But then all of the players would still be able to see what kind of characters the DM has prepared for us. Even if we can’t look at all of the stats.
