I don't know if there is one already but I looked and there should be a community based app where we can play and build a user history/experience account. It would be a communication based app where we can see our characters of our design doing simple animations and status determined by rolls and the DM, within the confines of each DMs room to which people are invited to privately or publicly. I believe this would make for a wonderful and useful application that everyone would enjoy. If there is anyway this idea could come into fruition that would be pretty sweet. Please share your thoughts and ideas. Thank you.
No it would be more like a chat room with animated visuals, something like the app Knights of pen and paper but the visuals would be your character doing simple actions like fighting, sleeping, eating, searching, hiding, healing, etc.. and the chat room would have the Dm in charge of applying conditions/damage to characters, changing the background of the animation visual like a cave, market, forest, etc. Communication can be done via text and audio recording.
I like the idea, if only for the visual of the character. As someone with no artistic ability and no desire to pay someone to art me a sketch of a my character. I would be interested.
I just don't know if there is an audience for it or how someone might make money on it.
I would have to disagree with you when you say died off, D&D is actually becoming more mainstream. Simply going on to youtube you can find some relevant/recent videos. Yes I don't doubt that this project would take some time and resources but for the community at large there would be some buys and it is a far size community. And how I said a (communication based) I would imagine having similar functions to other communication based app such as discord, the difference being the DM would have a room that has a chat box and a visual component that showed the players characters to which he would alter/changer their conditions for the campaign. Players would have a profile that shows the characters they have created, stats, ex. (how many monsters they killed) players they have played with, etc.. I believe it would be something like the app Reroll just with the other components that would really make it. And it wouldn't be excessive it would be what attracts business people these days enjoy visuals if if it were just a chat room people wouldn't bother you need to have a hook to pull in consumers.
There is also an API on the road map, so maybe that will allow something similar to what you are talking about down the road if some other developer is interested. That said, judging on how DDB is doing, it doesn't seem like they need any additional hooks to pull people in.

DDB already has the avrae discord bot in development, I don't see why they'd pivot into a full chat client instead.

This sounds like a large scale, tangentially relevant project.
If a company (or individual) wants to sink resources into such a project, go for it. But it sounds like a glorified discord. And we have a discord.

They've said on the dev stream (and I think it's on the roadmap) that character profile image creation tools are planned.
That being said, I think what sounds like an animated chat room seems a bit excessive.
