I feel the way HPs are handled for Wild Shape are a bit much at the lower levels so I thought of the following fix:
If the character is at less than or equal to half their max hit points when they shape change, then the beast will be at half HPs. All the other rules apply as normal.
The reason for this is to stop the crazy HP pool that's possible. For example, being at 2 HP remaining, then transforming in to a Giant Hyena for 45HP. That's almost like having about 60 HPs to start with - and at twice a day plus the +1D8 HPs from Combat Wild Shape makes for a disproportionately strong character at levels 2-4.
In addition to the above, I think the Duration of the spell should be scaled down. Maybe at 2nd level it should only last 10 minute. Then maybe add 10 minutes per level, so 3rd = 20 minutes, 4th = 30 minutes, etc.
Yeah it doesn't seem congruent with 10th level. I'm considering home brewing Druid versions of all the things they can transform in to - make them a bit weaker.

Personally, I have more of an issue with moon druid having access to turning into elementals more than their health.
