I'm trying to create a homebrew race with a natural armor. I'm using the Set Armor Class (11) and Set AC Max Dex Modifier (2) and it's not working. It's picking up the changes to AC when I use the Bonus qualifier, but I would have assumed the Set options would have worked. Anybody have any thoughts? Is this a bug?
I would think that if you did you did in your comment, that the game would give the race the higher of the two options, as that is what normally happens when two modifiers would affect something.
What I would suggest instead (and I don't have details of your race, but) I would do a "Set" then "Unarmored Armor Class" to 13, since the two numbers you provided equal 13.
That was an excellent tip! However it doesn't treat it as actually setting the AC. It treated it as an Unarmored Bonus, so that made the AC skyrocket to 10+13+etc. I shifted it to +3. So progress!
What's interesting is I built a new race copied off the Tortle. It has natural armor and uses SET MINIMUM ARMOR CLASS. I tried using that and there's something wrong. The Builder will let me create a PC with that race, but then won't let me actually display any of it's detailed character sheet. I can't even pull up the calculated AC. I suspect it's a bug.

just going through the threads in the homebrew section. The two modifiers to use in combination are:
SET -> UNARMORED ARMOR CLASS (note that the fixed value provided is the amount of AC you are granting over 10, so for the equivalent of full plate, you would specify a fixed value of 8)
SET -> AC MAX DEX MODIFIER (this is a cap on the amount of bonus that can be received from DEX. Set Fixed Value to zero to remove dex contribution to AC)

Now, I have this working, my only issue is that I have a negative dex, causing my dex to be lowered, but I can't set a minimum dex modifier
You can set it so that it will totally ignore all DEX modifiers to AC (including negative ones) using:
IGNORE -> Unarmored Dex AC Bonus
