When creating homwbrew content, whether a subclass, a feat, or an item, is there a way to add a restriction similar to the armor restriction monks and barbarians have for their Urnarmored Defense features? I’m looking for something that if the restriction is not met, the bonus or effects won’t be calculated on the character sheet.

I came up with this issue trying to recreate the UA Mariner fighting style as an magic item (since creating new fighting style isn’t available yet). The Mariner fighting style grants you a climbing and swimming speed equal to you walking speed and +1 AC bonus if not wearing heavy armor and/or shield.
I'm not part of the staff team, so don't have all the details, but I do get to talk to them, so here's what I have understood from such discussions:
Allowing interactive restrictions is complex, so isn't something that has been implemented.
What that means is, not only would it be complex to code, to allow all of the different possibilities that someone could want to create, but it would be create complicated support scenarios.
There would be people adding homebrew, then posting for support, "I have this feat, but it doesn't work." and the answer would be because, using your example, they are not wearing the correct armor that was specified in a restriction for the feat.
Similarly, this is why we don't, as a general rule, allow published homebrew that only functions in conjunction with other homebrew elements (items/feats etc) - because someone may only have one of them added to their collection, because they like it, and then have trouble understanding why it doesn't function correctly.
We fully understand that this reduces the flexibility of the system - if you would like better insight into the design issues around this, I recommend asking BadEye on the next & Beyond developer Q&A stream.

The restriction you're referring to is a standard rule within D&D 5th edition, where only one armor class calculation can be used.
Can you give an example of what it is you're trying to achieve?
