Completely negating the movement cost is a step too far. No matter how athletic you are, you're going to lose some time getting back up compared to someone that was already on their feet.
The Athlete feat and the Way of the Drunken Master's Leap to Your Feat feature already let you do this for 5 feet of movement. A rule that's accessible to anyone shouldn't be stronger than a feat or a 6th level subclass feature. That goes double if it uses a skill, because there are easy ways to min-max those.
I'd suggest setting the DC to 15, cost a bonus action like the optional Tumble rule in the DMG, and standing up costs 5 feet on a success.
