So I have been thinking I want to create a group of races base on New Zealand native animals such as the Kiwi, Tui, Tuatara, Weta and more!
Also in the future I would like to add in a new class, campaign and spells. I will be basing all the lore, races and places on the Maori culture of New Zealand. Very nice. While aarakorca variants (not subraces) are a dime a dozen, I appreciate the uniqueness of this variant.
Tui Neck Bell, however, is concerning. Paralyzed is one of the most powerful conditions in the game. It shut downs a creature’s offensive abilities while leaving them open to explosive amounts of damage. The first opportunity for a player to paralyze a creature is hold person, a second level spell targeting one creature that requires concentration and allows for repeat saving throws! And with there being no recharge on the ability, it’s far far too powerful. Charmed would be a less powerful condition but without a recharge the ability remains incredibly powerful. Also sentient and semi-intelligent are not phrases that mean anything in 5e but I could see even a brown bear or feebleminded individual still intranced by the song of a tui.

The bell is a very cool and unique ability, but maaybe a little bit over powered. First off I think the DC should be 8 + your charisma modifier. It's okay that your proficiency bonus is not included if you want them to be paralyzed. If you really want that specific condition it's fine, but else I think it should be stunned and then add your proficiency bonus to the DC. Perhaps something like the following:
Song of Mesmerizing: As an action, you can choose a number of creatures equal to your charisma modifier (minimum of 1) that are within 30 ft of you. The creatures has to make a wisdom saving throw. The DC is 8 + your charisma modifier. On a successful save the song has no effect. On a failed save the creatures are enthrall by your song and are considered paralyzed. Creatures immune to being charmed or creatures who are deaf are immune to this effect. They can see you and will turn towards you, but won't pay mind to any other creature. You can use an action on your subsequent turns to keep singing. At the start of the creatures turns they can make another saving throw, ending the effects on themselves on a success. When a creature succeeds on a saving throw against your song they are immune to it for 24 hours. You can do this once per short or long rest.
Now the fly speed is a little awkward being 25 ft. If it's to simulate the size of a tui bird I think you should chance the size of the aarakocra to small with this subrace. But other than that it's a pretty cool subrace! You did it quite good! ^^ I hope I didn't strike too much at ya. I hope this helps ^^

Your not the first to feedback and say the paralyze effect is a tad OP so I will Be changing that haha. It needs some tweaks for sure and I’m new at home brewing so your feedback is important . Thanks !!
How is the homebrew going for this? I was looking at doing something similar, Was wondering if you would care to share notes? I have not done much on races etc
