I’ve been looking through the magical items and it seems like there is only one weapon that actually imposes the poisoned condition: Dagger of Venom
With the introduction of (UA) Mercy Monk, poisoned is a very desirable status affect (for them) but one that seems to be very hard to gain access to. I want to make an Uncommon-Rare magical spear for a roughly lv5 party... how would you go about that?
I’m thinking no other bonuses or poison damage and call it the Party Partizan
-This spear makes people drunk, on a successful hit the target must make a DC 16 Con Save or suffer the poisoned condition for one hour. The target may sober up and therefore lose the poisoned condition by splashing water on their face or eating food.
Party Partizan - Weapon (spear), uncommon (requires attunement)
Whoever enchanted this spear was clearly a dedicated supporter of the school of inebriation.
Drunk: When hit by this weapon any creature with blood (or otherwise capable of becoming drunk) must succeed on a DC 15 Constitution saving throw or become poisoned for 1 hour.
Disorderly: An already poisoned creature hit by this weapon becomes over-intoxicated and suffers an additional 1d4 poison damage.
This spear’s user may attempt to impose the above conditions on a willing creature by pressing the tip to their skin. When doing so do not roll the spear’s normal damage, but if Disorderly applies, the wielder must still roll the 1d4 poison damage.
Hilarious! It has obvious combat applications, but I can also see social applications. Would it be possible to give it a positive component, so that a character would mechanically be willing to do this?

I suppose that it could be something like: Creatures who are Poisoned by the Party Partizan are immune to the Frightened condition for the duration of the effect. Additionally, Persuasion and Performance checks in front of a crowd, or that involve looking foolish, are made with Advantage rather than Disadvantage.
Edit: hmm probably just from additionally onwards... I don’t want to make it too complicated, or powerful since it is only an Uncommon Magical Item. Honestly though, I happily get my character drunk quite a lot with there only being mechanical disadvantages that comes from it.
I like your line of thinking with the condition immunities, but that does seem powerful for an Uncommon item. A modifier to certain social checks makes sense, especially when you consider this to be the Party Partisan. I can imagine marching around a party just touching willing targets and being the life of the party.
Honestly though, I happily get my character drunk quite a lot with there only being mechanical disadvantages that comes from it.
In my experience, the only time I've seen alcoholic consumption with any mechanical component attached is with drinking contests, so this is an important point.
But how often do you think people would prefer a touch of the spear to a nice drink? The backstory of the item may give some explanations. Could this have been developed in a community where alcohol was prohibited, and rather than develop a culture of bootleg distilleries and speakeasies, maybe there was a magician or potion master that learned how to infuse items with pure inebriation at a mere touch. Maybe he marketed them as "Tipsy Sticks". Take that, Teetotalers!
Fast forward to another enterprising entrepreneur, who comes in and weaponizes the item, re-branding it and marketing it to neighboring communities (hence the Uncommon level of rarity) from a community that soon gains a reputation for being so intoxicating that it even makes its enemies drunk!

Edit 2: Perhaps: If a creature is Poisoned by Party Partizan then Persuasion and Performance skill checks gain a +5 confidence bonus (but remain at Disadvantage).
