I have another alternative to suggest, if you want something that's just a little bit more powerful than the default point buy, in the same way that the normal point buy is just a little bit more powerful than the standard array.
I think a nice alternative is valuing the lower ability scores the same way the higher ones are: by their ability scores. Then you make the cut off point as needed. I'm thinking 15 as highest, 6 as lowest.
i feel that that cuttof is to low, because then you cant have 18s at lvl one. i would suggest something like this, for quick gameplay if your players dont want to leave it up to chance but want better than the basic
