The feature doesn't say that the creature becomes inmune to the vibrations if it succeeds, so you can use start the vibrations as many times as you want, provided that you hit the creature and you have the ki points to use them.
Would you need separate actions to stop each vibration?
I'm wondering if I hit 3 times can I spend the Ki on all 3 hits (each hit paid for separately) and then just stop all 3 at the same time -- triggering 3 saves and doing 30d10 damage if all the saves succeed.
I agree with Gruntler. Just like spells like Bless can't stack, or methods of determining AC can't stack, Quivering Palm doesn't stack on the same creature. So if you hit, spend the ki to set up the vibrations, then hit again and spend ki to set up vibrations, the first one dissipates, the second one takes affect, and you just spent 6 ki to do what 3 ki would have done.
I know only 1 creature can be affected at a time but, can that 1 creature be affected multiple times?
Not just once at a time
COMBINING DIFFERENT EFFECTS Different game effects can affect a target at the same time. For example, two different benefits can give you a bonus to your Armor Class. But when two or more effects have the same proper name, only one of them (the most powerful one if their benefits aren't identical) applies while the durations of the effects overlap. For example, if bless is cast on you when you're still under the e ffect of an earlier bless, you gain the benefit of only one casting. S imilarly, if you're in the radius of more than one Aura of Protection, you benefit only from the one that grants the highest bonus.

Typically the same effect doesn't stack, so you should only be able to have one instance of it active on a creature.
