With those stats its an easy choice in my opinion. +1 Dex/+1 Wis gives you +2 AC overall (14 up to 16), gives you +1 to hit and damage, and makes your Stunning strikes more likely to succeed next level when you get those.
Feats are fun and cool, but when you're stuck at +2 Dex mod until 8th level at minimum its going to feel really bad. Monks are in general really dependent on getting Dex and Wisdom raised ASAP and then focusing on Con, so they have very little room for feats unless you're willing to sacrifice on that front.
I got to agree with Tiger, Monks really need high dex and wis so theire isn't really room for feats. The only reasons you would want ot take a feat are:
You are a level 1 variant human
You rolled high / have go to a high level and have a 20 in Dex and Wis (I have a level 18 open hand monk and his first 4 ASIs were to get Dex and Wis up to 20, I am still to decide whether to get a feat at 19 or get his Con up.
You have an even dex and an odd wisdom (or vice versa) and want to take a "half feat" you give you something extra to the ASI gain
There is a particular feat you want ot have for rollplay reasons and accept this is not optimal for effectiveness.
The first 3 don't apply in your case and the fact to ar asking an open ended question implies the 4th is not true either. (If you had asked "Should I get dex and wis to 16 to gain +3 mod or take the XXX feat" then you would be thinking or a particular feat that would fit your character for roll-play reasons)
As everyone else is pointing out, your ASI is the best, mechanically. Adding 2AC, 1 to hit and 1 to damage and 1 to DC is HUGE. I play a monk and every point I gan add to my DC is critical for my playstyle. Stunning strike can be a godsend if your DC is high enough to land it and extra AC.....well, that's just plain juicy, since we tend to be rather squishy when stuff lands blows on us.
If, however a Feat fits your character better for RP, then that's the answer. Personally, my Monk's greatest desire is to become the greatest Champion of his Goddess so getting his Hit/Damage/Ac/DC Save as high as possible fits his plan. Feats wouldn't do so as effectively.

Definitely get up to 16 in both Wis and Dex. That's actually going to strengthen your character more than it seems at a glance. As people have mentioned your attack and damage goes up. Your DC goes up. your AC goes up not just by 1 point but by 2. Which actually makes a fair bit of difference at your level. You can get up to level 8 pretty well on 16's where as having only +2's in both of them can be managed it's a bit more trying.
What to raise when you get to level 8 of the two when it comes to the ASI question would matter on how you play your monk however. So you'll have 4 more levels to think on whether you are relying more on the power of you Save DC or if your relying more on just smacking everything around and don't use a lot of abilities that have save DC's very often. Which is partly going to depend on what subclass you've taken.
Human way of the open hand, my stats are:
Str 12, dex 15, con 14, int 14, wis 15, cha 9.
Should I get dex and wis to 16 to gain +3 mod or having a feat? If feat, which one?
Personally, I'd get Dex and Wis up.
As for feats, Mobile is usually quoted as the #1 choice, I'd also suggest Crusher for more battlefield control.

Get Dex and Wis up to 20, then increase Con. Hopefully along the way you'll be able to increase any of those through magical means.
