I was wondering how to calculate and create the CR for homebrewed spellcasting monsters. Some spells like dominate person dont deal damage, so how do I calculate for that? How do I calculate for half damage on a miss spells and how many targets AoE spells effect? Lastly, how do I calculate for the varying damage outputs from different spells of different levels?

To calculate damage per round, figure out its 3 best turn options and average the damage from that. For spells at different levels, use the 3 highest level slots (don't forget to account for spells cast before battle like mage armor). For the purposes of CR, we assume all saves are failed and all attacks hit for average damage (DC and hit bonus affect CR separately from damage).
If you are familiar With ******** CR Calculator then maybe that can help you out as that helps in customization and creation for most of my custom monsters. But monster spells Cr for me that is incredibly hard to measure in general as there really is not much tools I know that are available to measure them, you just have to calculate them yourself, only if it does damage maybe it would be easier. But I don't think the CR of a monster will get strong unless other wise so use that and base it on ******** via your own discretion.

The CR calculation rules say things like breath weapons are assumed to hit 2 targets, but I prefer the adjucating areas of effect rules to determine number of targets (https://www.dndbeyond.com/sources/dmg/running-the-game#TargetsinAreasofEffect).
Dominate person might the the hardest thing to solve. Probably just don't worry about that for CR.
