For the monster that you are describing, it would work. But it wouldn't overcome all piercing resistance, just specifically resistance to nonmagical piercing attacks.
For example, this +2 rapier would overcome the nonmagical piercing resistance of a air elemental, but not the general piercing resistance of a flameskull.

The trick is the spell caster can have a variety of damage types, which means they can not only choose a different spell that isn't resisted they can pick a spell than the target is vulnerable too.

Casters have a lot of options for damage or even without damage - Faerie Fire can really make an Orc's day go south very quickly. Sorcerers can even modify the type of damage a spell does, so that Red Guard Drake no longer has to deal with Fireball but an Acidball.
Martials get hit very hard by resistances and immunities when they do encounter problems with them, casters are mildly inconvenienced.

It looks as if this will not be a thing in the new books, there will be a lot of features that allow players to change their weapon damage to force or psychic and I expect monsters will either be resistant to all piercing damage or none. Martials will then be able ot choose the type of damage they deal in the same way that spellcasters can.

In addition to what's been said, the resistance to non-magical weapon attacks is generally put on monsters who the party will be fighting early in their careers, where they'll have few or no magic weapons. It makes them tough fights at that point, but when they're just slightly more powerful, they get to feel good about steamrolling these same foes.
Elemental resistances are a lot about flavor (this monster shouldn't be taking damage from fire/lightning/whatever) and partly so the wizard can't just throw fireball forever.
