Sure why not you not using the TWO-WEAPON FIGHTING in this case so you don't have those restrictions either. You using your monk ability to attack with BA not your TWO-WEAPON FIGHTING.
You free to attack with any hand in your action or reaction with your normal modifiers there no restriction on those. Heck you can can even attack with hand 1 and extra attack hand 1, hand 2 or even use unarmed strike with normal modifiers there no restriction.

It just basicly tell you have to use the opposite hand as BA not your off-hand. let say you attack with hand 1 if you want to active Two-Weapon Fighting style then BA attack has to be hand 2. but you decide you don't active it and instead use it on your extra attack where you use your hand 2 then when you active Two-Weapon Fighting style then BA attack has to be hand 1.
You only need light weapons (or dual wielder) to make a weapon attack as a bonus action (TWF increases the damage of the BA attack).
Martial Arts let's you make an unarmed strike with your BA, replacing the rules of two-weapon fighting.
Also if note, extra attack does not care if you use the switch weapons. So you can use 2 different longswords (or a longswords and throw a hand-axe) with your 2 attacks from your attack action without dual wielder.
Everyone above is correct: by and large a Kensei with Dual Wielder and one without will basically be able to do the same stuff, and both can fight while holding two magical longswords. All that Dual Wielder really gets you is:
+1 AC while holding both swords
The ability to draw/stow two weapons per round instead of one (useful for swapping between melee and ranged I guess)
The ability to make a bonus action with a sword instead of a bonus unarmed attack (not really relevant for damage die, and won't apply your Dex/Str bonus to the damage roll unless you have Two Weapon Fighting style also, but still might be relevant in niche cases for damage resistance or to apply a magical sword on-hit effect. Also maybe relevant if for some weird reason you ever wear armor, as that kills your ability to make martial arts bonus action unarmed strikes)
