I am just getting back into D&D and DM'ing after 40 years... wow some things have changed!
I think I have advantage/disadvantage figured out for now except for the description on pg 177 of PHB with regards to "HIDING" and the section of "Passive Perception" in the lower left corner of the page.
The sentence that talks about adding or subtracting 5 for advantage or disadvantage respectively. Why is it stating to use a "fixed" value rather than the 2 die method? Is this some special to the stealth/hiding checks? Or skill checks between creatures in general? Or something I just missed altogether.

The rulebook asserts that a +5 or -5 is the passive equivalent to advantage and disadvantage. When looking at "Passive Perception" for example, to see if you notice someone who is hidden without actively looking for them, you do not roll. So if the situation would grant advantage or disadvantage for any reason, the DM should just add or subtract 5. :)
Example: a (human) guard's Passive perception is 15. It's really dark outside and your PCs are using the cover of night to try and scale a wall. Because it's dark, the guard would have disadvantage on active perception rolls to spot your PCs' shenanigans. The passive-score version of disadvantage is -5, so the guard's passive perception for spotting the crew would be 10, not 15.

+/-5 is used to represent (dis)advantage for passive skills which don't involve dice rolls. That is why.
