The warlock, if it is a PC warlock in this case, keeps all spells and levels of warlock that they have, and then doesn't gain any more levels of warlock. Search up Jeremy Crawford's ruling on this if you want a more official explanation. The main thing is that once a warlock gains power, RAW the warlock cannot have the power taken. In your own world you may have different rules, like what Matt Mercer did with Fjord, but RAW warlocks keep everything they got from warlock if they break a pact, but can't advance in the class unless they make a new pact.
