Hello, I am a semi-experienced player/DM, and I you all at DnD Beyond to see what you think. Here are the facts: We are lvl. 20 characters and fighting large amounts of dragons. Here is what he will not let us do: Have any amount of magic items whatsoever. Is that fair, or is he just exercising his power as a DM wrongly?
It’s his game at no point do the players have any entitlement to anything in the dmg or other dm sources. And at level 20 you should be able to do just fine with what’s available to players from the phb or other books.
Ok if the villains are running around with magic items but he won’t let you collect any from them then there could be a problem, but if simply not even npcs have them and they’re non existent perhaps your characters would not know they exist.
Although most official adventures include them, magic items are completely optional and the game's math is balanced around characters not having them. So no, it's not unfair, but it's a bit of a problem that you and them want different things out of this campaign.
It might be a problem because although it is said that the math doesn't take magic items into account, it's a bit simplistic to consider only "to hit" vs. "ac" here. There are at least several monsters with the ability to absolutely smoke you if you don't have the right party composition.

There are tons of ways around that (e.g. Magic Weapon, Shadow Blade, Holy Weapon, class features like Ki-Empowered Strikes, subclasses that grant various forms of magic, feats like Magic Initiate, multiclassing, and even silvered and adamantine weapons will do in many cases.)

That is a disadvantage, though it's still within the recommended party size of 3-6. I would hope your DM is taking that into consideration when planning his encounters.
You started at this level. Did you guys have a session zero where you discussed the game and expectations from the dm and players? You didn't have magic items when you made the characters. Maybe he wanted a campaign where magic items don't exist or they are extremely rare and valuable and didn't pass that along at the beginning.

If it's a non-magic or extremely low magic world the DM is completely fair to say "There's no magic items in my world."
And really, if you made it to level 20 without them, you're doing pretty good already.

A 5th level Fly will cover 3 front-line characters, and enough castings of Earthbind will bring it down eventually anyways.

The way you're describing it so far sounds less like a campaign and more like a battle-sim.
