I would rule no if I were DMing the situation because spells verbal component is messing with the fabric of reality and is not really a form of communication.
I'd definitely argue no. The entire point is that the sound produced by the magic words is itself a tool for manipulating The Weave in order to create the effect of the spell. You can't cast a spell that requires a costly Material Component, or one that is consumed, without actually having that component. This remains true even if you use a Focus. If your hands are bound, you are unable to move your hands and arms appropriately to manipulate The Weave, so you are unable to cast spells that have a Somatic Component.
Telepathy does not produce any sound, and therefore is incapable of accommodating the Verbal Component.
Innate Spellcasting (Psionics). The mind flayer’s innate spellcasting ability is Intelligence (spell save DC 15). It can innately cast the following spells, requiring no components:
But let's not fall into the trap of wondering why monsters can do something players can't. This is by design for balance. PCs and Monsters work differently and have different balance structures. And there are only few spells. This is because Psionics isn't normal spellcasting, like what Divine casters (clerics, paladins, rangers, druids) or what Arcane casters (sorcs, bards, warlocks, wizards, artificers), use.

... and if telepathy is good enough, why not just let the spellcaster "think" the words?
This is why I agree there has to be a verbal component for spell casting (normally, not talking about exception like mind flayers), otherwise Silence spells lose most of their meaning.

Only way you could do that would be to MC into Sorcerer far enough to get subtle spell. Or you could go Druid and eventually not need verbal, somatic, or even a non consumed component, but you'd have to give up being a monk entirely.
Telepathy is a form on non-verbal communication and won’t meet the requirements for a Verbal spell component. But the DM is free to rule otherwise.

I would rule no.
Among other things, removing a heard component can prevent people from counter-spelling or readying an action.
This would kind of remove part of the purpose of the Subtle Spell metamagic that sorcerers have access to.

I'm not disagreeing (i was pretty sure most any DM would say No) but do Mind Flayers speak when they are Casting? ... I have no idea (new Player)
