The coalescence of a wish made by a madman to #$%*&!##@ that was fulfilled but spiked on all sides. 

When the crown is first placed, should the wearer of the crown be of lesser power than the wearer of the ring the crown will cast Dominate Monster (DC 28) lasting until the crown is removed, until the crown is dispelled, or the checks passed. Any attempt to place this crown on a stronger creature then the bearer of the ring will result in the backfire of the spell and effects in the opposite direction, effecting the ring bearer instead.  

Upon successful save of the spell or removal of the crown the crown will then kill the previous wearer through Power Word Kill. 

If attunement is broken on the ring the effects of the crown are transferred to the ring while the rings power is transferred to the crowns creator.

After the spell effects end it becomes a mundane Item worth 5,000 gold.
