Anyone other than the Lich who’s bound to this Phylactery cannot use magic within 30 feet of this magical item as only a gods power is strong enough to counter the raw power eminating from this item, if a being other than a god is in close proximity to this item, they will start to feel fatigued and the longer they stay within close proximity to this item exhaustion will set in

mysterious tunes are carved deep into the crystalline structure of the Ruby, on further investigation the runes are carved and then stained in blood and hums with necrotic energy.

the soul of a human has been bound to this Ruby turning it Into a Lich’s Phylactery, with this phylactery a lich can never truely die, it will instead reform next to its phylactery within 5 days. 

To keep the soul inside this Ruby as powerful as in life, the Lich must ‘feed’ souls into it fairly regularly.

Only a gods touch can cleanse a Lich’s Phylactery completely but they can be destroyed by an orb of annihilation.
