Staff, artifact (requires attunement)

Forged from dragon fire and encrusted with infernal rubies, Ephelomon's scepter may be a powerful weapon, but its true worth is as the symbol that unites the red dragons and githyanki as allies. The scepter was created by Ephelomon with the help of the Githyanki mages; it contains an essence of the Dragon Queen Tiamat's power and is magically connected to the minds of all red dragons.

Random Properties. The staff has the following randomly determined properties, as described in chapter 7 of the Dungeon Master’s Guide:

  • 1 minor beneficial property
  • 1 major beneficial property
  • 1 major detrimental property, (suppressed while attuned to a creature with immunity to fire damage)

Properties of the Scepter. While attuned to the scepter, you gain the following benefits:

  • Any spell or effect you create ignores resistance to fire damage and treats immunity as resistance to fire damage.
  • You can speak Draconic, Gith, and Infernal if you couldn't already.

Magic Weapon.

The Scepter of Ephelomon can be wielded as a +3 magic quarterstaff that deals an extra 2d6 psychic damage on a hit. Scepter also scales to fit in the hand of a user that is medium or larger, dealing varying amounts of bludgeoning damage depending on size:

Extraplanar Diplomacy. You can use an action to cast the Plane Shift spell requiring no material components (save DC 18, +13 attack). You can't use this property again until the next dawn.

 Speaker of Red Dragons. While holding the scepter, you can sense and telepathically speak with red dragons that are within a 1-mile radius. You can sense the direction to the dragons' location and the exact number of dragons in the area. As an action you can telepathically reach out to a red dragon in your area a speak with them, they may respond back if they are conscious and willing.

Destroying the Sceptre. The scepter can only be destroyed if a dragon that is not metallic uses its breath weapon on it while it is not attuned to a user. If the Sceptre of Ephelomon is destroyed, the Githyanki treaty with the Red Dragons is immediately invalidated. All Red Dragons can sense if the scepter is destroyed no matter where they are.
