This gold and diamond encrusted creation closely resembles a wrist watch.  With  a diamond face, and sapphire for arms, this watch will never tell time, as the only 'time' the hands slow down is when you speed up...

While wearing this strap, the user can cast the spell haste as if it was a known spell, and was on their list of prepared spells for that day(if it is a class that must prepared spells).  No other magic item may be worn on the wrist while this item is still worn.  Users may use the ability of this watch utilizing a lower level spell slot, but for each level under 3rd, the user must roll a d100 to succeed at casting the spell:

3rd and above - No penalty

2nd - Success from 25-100

1st - Success from 50-100

0(Cantrip) - Success from 75-100
