Bucklers are small handheld shields that are useful in both offense and defence. Favoured by warriors who don't want to handle the unwieldiness of a full-sized shield, but also want a defensive option if needed.
Bucklers are fastened to a forearm and used to deflect incoming attacks. In response to being attacked, you can use your Reaction to increase your AC by 1.
Bucklers count as a Simple Melee Weapon with the Light property, it does 1d4 Bludgeoning damage on a successful hit.
As bucklers are fastened to your forearm, your off hand is still available. However, attacking with a weapon in your off hand, or striking with the buckler precludes you from using it defensively for that turn.
Proficiency with a Club allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.

There are a tonne of "buckler" items in homebrew but I find this to be far the best balanced; a light club you can swap to +1 AC as a reaction makes it very flexible but not too strong.
I think some of the wording could be tidied up though; I would say something like "In response to being attacked, you can use your reaction to increase your AC by 1 until the start of your next turn. You cannot use this reaction if you used the buckler to attack since the start of your last turn", or something along those lines? That's how I've interpreted its use personally.

I agree, as its written, someone could argue that every time they get attacked they could permanently increase their AC by 1. Which is a tad overpowered.
