This launcher is infused with the magic of scrolls from all of types of scrolls that are currently loaded
As an action you may cast a spell from the scroll currently in the barrel of the weapon you treat the spell as if it was regularly cast. As a bonus action you may change the scroll that is currently in the barrel with another from the other 2 in the drum.
Once you complete a short or long rest you may change any amount of scrolls in the launcher to another that you have.
The maximum spell level from scrolls is level 5. At the rarity of legendary the maximum amount of scrolls increases to 6 and maximum spell level 9.
It’s up to you to decide whether a character has proficiency with a firearm. Characters in most D&D worlds wouldn’t have such proficiency. During their downtime, characters can use the training rules in the Player’s Handbook to acquire proficiency, assuming that they have enough ammunition to keep the weapons working while mastering their use.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Sap. If you hit a creature with this weapon, that creature has Disadvantage on its next attack roll before the start of your next turn.

If the scroll doesn't get consumed, this is utterly broken, if it does, this is needless
