An arrow of slaying is a magic weapon meant to slay a particular kind of creature. Some are more focused than others; for example, there are both arrows of dragon slaying and arrows of blue dragon slaying. If a creature belonging to the type, race, or group associated with an arrow of slaying takes damage from the arrow, the creature must make a DC 17 Constitution saving throw, taking an extra 6d10 piercing damage on a failed save, or half as much extra damage on a successful one.
Once an arrow of slaying deals its extra damage to a creature, it becomes a nonmagical arrow.
Other types of magic ammunition of this kind exist, such as bolts of slaying meant for a crossbow, though arrows are most common.

As far as I know there's no set recipe for magic items. Some DMs might make you gather rare ingredients, while some may simply allow you to buy ingredients.
Combine it with the oathbow and you have either the perfect combo for an Assassin (rogue) or and NPC Assassin/Hit Man. 6d10 + 3d6 + 1d8 + Sneak Attack + Dex seems great.

btw why even make dis? literally useless unless your fighting a certain monster, in witch you might not even fight depending on the campain. Utterly useliss.

It's made to slay something. It's like, in the name of the item. If you have to kill a dragon your 3 attack fighter can then do 18d10 damage in one turn. It's pretty much the opposite of useless.
If you don't see and understand the significance of an item like this, you should seek out new games to play in. The games you have been playing are not very good.
Exactly. If your DM gives you an Arrow of Bugbear Slaying in a campaign focused on the undead, that DM needs to rethink his life choices. It's partly on the DM to give you the correct arrow that will be useful.

How many arrows are recommended to face a young white dragon? I'm a DM and need help.
Okay stay with me on this. Picture: A level 20. 11 fighter levels, Arcane archer subclass. That's 3 attacks per action, action surge for a second action That's now 6 attacks. 3 rogue levels, assassin subclass, so you can crit on a surprise attack and get 2d6 sneak attack. 6 wizard levels so you can cast haste. Arcane archer uses dex and intelligence. So both should be at least 20 for +5. Haste grants another additional action, now 7 total in one round. All 7 shots, with dragon slaying arrows, an oathbow, sneak attack, sharpshooter feat. So it would be 1d8,(Bow damage) + 3d6(oathbow effect), + 2d6(sneak attack) + 6d10(dragonslaying arrow) + 10(sharpshooter)+ 5(dex bonus) then you do this same process minus the sneak attack 6 MORE TIMES! and that's not counting if you crit.
I was actually arming some genocidal villains with those in a game I'm running. Obviously as very rare magic items they're not something normal foot soldiers get, but there's enough of them to be terrifying.
