Wondrous Item, rare (requires attunement)
While you wear these boots, you can use a bonus action and click the boots' heels together. If you do, the boots double your walking speed, and any creature that makes an opportunity attack against you has disadvantage on the attack roll. If you click your heels together again, you end the effect.
When the boots' property has been used for a total of 10 minutes, the magic ceases to function until you finish a long rest.

Made a homebrew item based on these. Basically no matter how many time you tie the shoelaces they always come undone and you have a 10% chance of tripping every time you complete an action that involves movement.
But they’re boots......... they don’t have shoelaces

Tabaxi Rogue with "Cunning Action" Dash, or a Tabaxi Monk with naturally-boosted movement speed...
...with these boots, they become nothing but a flicker...
Would it be broken to alter the item to remove the attunement property but change it so they just give you the option to take the Dash action as a bonus action? My thoughts being that you have to plan your action economy better in the trade off of opening another attunement slot.
That makes them useless to a Rogue with Cunning Action (Dash as a Bonus Action), or anyone with a similar mechanic.
For that turn, sure. But you can keep it going for up to 10 min leaving your bonus action on subsequent turns open to do anything available to you.

Tabaxi blood hunter with base 45 speed, the mobile feet for +10, a free double with feline agility, these boots and a dash.
Kenku Monk with mobile feat. So a total of 70 speed (full level), plus step of wind means two dashes per turn means that the character can do 280 feet per action, so long as they use their full turn for running. Plus these boots equals 560 feet...I am speed
Tabaxi= 30 ft
Monk lvl15= 25 ft
Elk Barblvl5 = 25 ft
Mobile feat= 10 ft
Longstrider buff= 10 ft
Total: = 100 ft
Haste buff = speedx2= 200
Tabaxi Racial= speed x2=400
Boots of speed= speed x2=800
Monk bonus action dash, action dash movement dash= 3x speed=2400 ft
At this point, the character has either died of a heart attack...that, or when they stop, there’s nothing but smoke drifting up from the pair of boots, because they’ve disintegrated.
...that actually may be a funny way to find the boots in a campaign.

You won't be able to use bonus action dash on the same turn you activate this, but it stays on until you turn it off (or time runs out). If you're a rogue with a a walking speed of 30 you'll be able to bonus action activate and move 60 feet on your first turn, then on your second turn you can move 60 feet for your movement and an additional 60 feet with the bonus action dash.
You actually forgot the extra action from haste. it becomes 800 feet of movement + 800 feet dash action + 800 feet bonus action dash + 800 feet haste action dash. 3200 feet.
