Weapon (any sword), very rare (requires attunement)
When you hit with an attack using this magic sword, the target takes an extra 1d6 cold damage. In addition, while you hold the sword, you have resistance to fire damage.
In freezing temperatures, the blade sheds bright light in a 10-foot radius and dim light for an additional 10 feet.
When you draw this weapon, you can extinguish all non-magical flames within 30 feet of you. This property can be used no more than once per hour.

Half the strength of a Flame tongue(A rare weapon) at 1d6 cold damage, with a situational torch effect.
The ability to extinguish all non-magical fire within an area. And that's all fire not directly from a spell or other magic item.
And built in fire resistance akin to a ring of fire resistance. Another rare magic item.
So that's two rare quality effects and maybe one uncommon effect built into one item that requires one attunement slot over the two to three you would need for it's parts.

Posted Feb 24, 2021I don't think using the scales for it is completely right (well maybe for the blade, but feels like it should be made of metal).
I would say you need to harvest the fundamentum of an adult white (or silver) dragon and then gather elemental essence to power it and so infuse a blade and create this item.
THis is purple, so we need at least 4 major steps to create it I think.
Find smith and metal, find enchanter/enchanting appliance, find tuner (dragon fundamentum), find power source (elemental essence)
