Wand, artifact

A beautiful wand, once wielded by Ylola Boonpatch Cobblestamp. It is a fine piece of yew, long and straight. Carefully carved runes and silver scrollwork run up and down the length of the wand. 

This wand has 3 charges. While holding it, you can use an action to expend 1 of its charges and target a Humanoid you can see within 30 feet of you. The target must succeed on a DC 10 Charisma saving throw or be forced to smile for 1 minute. For 2 charges, the wand emits a warm light and whispers secrets of the target, giving the player advantage on Insight checks against the target. For 3 charges, the wand will transfer 3d6 health from the user to all allies within a 30ft radius. The user allots the healing at will. If the healing would exceed the wielder's health, the healing is capped by the wielder's health and they fall unconscious from its use. 

The wand regains all expended charges daily at dawn. If you expend the wand’s last charge, roll a d20. On a 1, 6, or 13, the wand will deform and become blackened and twisted, becoming the Whispering Wand.
