Being an Arcane Focus, it is only compatible to Sorcerers, Warlocks & Wizards. 

-All your spell castings get an Advantage on your throws with an additional +3.

-But, the wand is a fickle thing, it will change ownership through major defeat or death.
If you die by confrontation, it will swear alliegance to your killer.
If you come back, you must defeat your killer to regain full ownership.

-There is a short list of charged spells, available once per long rest:
.Lvl 3: Create Food and Water    .Lvl 5: Telekinesis
.Lvl 7: Teleport                              .Lvl 9: Power Word Kill
