When you aquire this item and you have attuned you gain 3 charges and 3 abilities the first of these abilities is a passive not costing any charges.

Riparius Restoration: This mystical ability taps into the rejuvenating power of water, allowing the wielder to draw vitality from its touch. As a bonus action, when in contact with water, you can channel its healing essence to remove one of the following conditions affecting yourself or another willing creature you touch: blinded, deafened, poisoned, incapacitated, stunned, or one level of exhaustion. This ability can be used once per short rest.

The second ability has a cost of 1 charge.

Glacier Step: a chilling mastery over frozen terrain, empowers you to transcend the limitations of mundane footing. When already using 10 ft of movement, you glide forward with a burst of momentum, a trail of ice unfurls beneath your feet, enabling you to effortlessly traverse even the harshest of landscapes. This frozen path not only doubles your movement speed, but also renders treacherous ground a distant memory.

In the heat of battle, the essence of Glacier Walk grants you a remarkable defensive maneuver. With a swift decision, you can halt your movement abruptly, conjuring an imposing wall of ice to shield you from harm. This formidable barrier, standing 10 1/2 feet tall, 8 feet wide, and 1 1/2 feet thick, bears the cold resilience of glacial ice with an Armor Class of 12 and 30 sturdy hit points. However, beware, for its vulnerability to flames leaves it susceptible to the fiery onslaughts of your foes.

The third ability has a cost of 2 charges.

Depthwomb: you summon the primal power of water, encapsulating your chosen target in a huge, glistening bubble. Within this aqueous prison, life essence flows, mending wounds or drowning the unholy. Movement grinds to a halt, actions and reactions are silenced, and a soothing aura envelops the encapsulated. Should your foe prove formidable, they may muster the strength to breach their liquid prison, but it will demand a herculean effort. 

A swirling vortex of azure energy coalesces around your outstretched hand, erupting into a massive, undulating sphere of water. Inside, faint outlines of the trapped creature are visible, surrounded by the serene, aquatic glow.
