Spellcasting. Vlokkin is a 3rd-level spellcaster. His spellcasting ability is Wisdom (spell save DC 13, +5 to hit with spell attacks). He knows the following spells.

1st level (3 Slots): absorb elements, jump, longstrider

Favored Foe (3/Day). When Vlokkin hits an enemy with an attack, he can choose to mark that enemy, causing all attacks (including the triggering attack) against that creature to deal an additional 1d4 damage for up to 1 minute. Vlokkin must maintain this mark by concentrating as though concentrating on a spell.

Petrifying Gaze. When a creature that can see Vlokkin's eyes starts its turn within 30 feet of him, he can force it to make a DC 14 Constitution saving throw if he isn't incapacitated and can see the creature. If the saving throw fails by 5 or more, the creature is instantly petrified. Otherwise, a creature that fails the save begins to turn to stone and is restrained. The restrained creature must repeat the saving throw at the end of its next turn, becoming petrified on a failure or ending the effect on a success. The petrification lasts until the creature is freed by the greater restoration spell, by Vlokkin taking an action to administer a depetrifying gauze, or by other magic.

Unless surprised, a creature can avert its eyes to avoid the saving throw at the start of its turn. If the creature does so, it can't see Vlokkin until the start of its next turn, when it can avert its eyes again. If the creature looks at Vlokkin in the meantime, it must immediately make the save.

If the Vlokkin sees himself reflected on a polished surface within 30 feet of him and in an area of bright light, he is, due to his curse, affected by his own gaze.

Actions

Multiattack. Vlokkin makes either three melee attacks--one with his snake hair and two with his shortsword--or two ranged attacks with his longbow.

Snake Hair. Melee Weapon Attack: +5 to hit, reach 5 ft., one creature. Hit: 4 (1d4 + 2) piercing damage plus 14 (4d6) poison damage.

Shortsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 5 (1d6 + 2) piercing damage.

Longbow. Ranged Weapon Attack: +7 to hit, range 150/600 ft., one target. Hit: 6 (1d8 + 2) piercing damage plus 7 (2d6) poison damage.

Reactions

Giant Slayer. When a Large or larger creature within 5ft. of Vlokkin that he can see makes an attack against him, he can use his reaction to make one shortsword attack against that creature immediately after its attack.

Description

2nd-in-command of the Daask Cell in Galethspyre, Vlokkin is opportunistic but not without his own particular set of values. Willing to do whatever is necessary to further Droaam's cause, Vlokkin follows any orders to the letter and with disturbing efficiency. To avoid drawing attention to himself, Vlokkin regularly concocts antidotes for his gaze's effect to use on his victims, un-petrifying them before finishing them off to leave his involvement less obvious.
