Seataur's Lure. A fish named Polodio is housed in a lure. The lure has 15 hit points. Attacks against it are made at disadvantage.

Innate Spellcasting. Polodio's innate spellcasting ability is Charisma (spell save DC 17, +9 to hit with spell attacks). He can innately cast the following spells, requiring no material components:

At will: thunderwave

1/day each: conjure elemental (water elemental only), invisibility, major image, and tidal wave

Actions

Multiattack. Polodio makes three attacks: one with its bite and two with his claws.

Bite. Melee Weapon Attack. +8 to hit, reach 5 ft., one target. Hit: 17 (2d10 + 6) piercing damage plus 11 (2d10) acid damage.

Claw. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 15 (3d8+6) slashing damage.

Create Whirlpool. A 10-foot-radius, 30-foot-tall cylinder of swirling water magically forms at a point Polodio can see within 120 feet of it. The whirlpool lasts as long as Polodio maintains concentration (as if concentrating on a spell). Any creature that enters the whirlpool must succeed on a DC 18 Strength saving throw or be restrained. Polodio can move the whirlpool up to 60 feet as an action, and creatures restrained by the whirlpool move with it. The whirlpool ends if Polodio loses sight of it.

A creature can use its action to free a creature restrained by the whirlpool, including itself, by succeeding on a DC 18 Strength (Athletics) check. If the check succeeds, the creature is no longer restrained and is moved to the nearest empty space outside of the whirlpool.

Bonus Actions

Blinding Smite. When Polodio hits a creature with a melee attack, he can cause his lure to let out a bright flash of light to disorient his enemies. The triggering attack deals an extra 13 (3d8) radiant damage to the target. Additionally, the target must succeed on a DC 12 Constitution saving throw or be blinded until the end of their next turn.

Polodio cannot use this bonus action if its lure has been destroyed. 

Legendary Actions

Polodio can take 2 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Polodio regains spent legendary actions at the start of its turn.

Call of the Deep. Polodio can use a legendary action to let out a horrific shriek and create a flash of light using its lure. Each creature of Polodio's choice within 50 feet that can see and hear him must make a DC 13 Charisma saving throw or suffer one of the following effects based on their current hit points.

  • 50 hit points or fewer: The creature takes 10 points of psychic damage and loses its reaction until the end of its next turn.
  • 40 hit points or fewer: The creature takes 20 points of psychic damage.
  • 30 hit points or fewer: The creature takes 10 points of psychic damage and is blinded for 2 rounds.

Polodio cannot use this legendary action if its lure has been destroyed.

Champion of the Beast. Polodia targets a humanoid within 60 feet that it can see. The target must succeed on a DC 15 Wisdom saving throw or become Polodio's champion.

While under this effect, the champion must use its action before moving on each of its turns to make a melee attack against a creature other than itself that has dealt damage to Polodio during combat. The champion can repeat the Wisdom saving throw at the end of each of its turns. On a success, it breaks free of this effect and is immune to Champion of the Beast for the next 24 hours

Polodio can only have one champion at a time. Polodio cannot use this legendary action if its lure has been destroyed. If a creature is a champion when Polodio's lure is destroyed, this effect immediately ends.

Description

The name of the creature that is rumored to lurk in the grotto of the RajMedan is not rightfully known. Some say it was a former bestial contestant that was sucked into a whirlpool during one of the battles in the mythical battleground. Others say it is a creature native to Polakott before it was brought to the edge of the cosmos.

Regardless of where it comes from, some of the employees of the arena have taken to calling it a "Seataur" as a joke. They exchange tales of it in the break room and swap theories about whether or not the strange creature is indeed real. The fan theories surrounding the creature have resulted in the creation of cryptid-hunter societies in Polakott devoted to capturing the strange fish.

Most denizens of Polakott believe that the strange beast living in the underbelly of the RajMedan is nothing more than the twisted delusion of an overactive imagination.

In reality, the strange aquatic creature does indeed lurk in the glittery caves beneath the RajMedan where it forms strange symbiotic relationships with any creature flushed to their doom. Perhaps it was in the depths of these caves that the mythical Seataur found a strange little fishy that introduced himself as Polodio...
