Legendary Resistance (4/Day).  If Haruma fails a saving throw, he can choose to succeed instead.

Goro-Goro no Mi. Haruma can create, manipulate, and turn into lightning.

Logia Intangibility. Because of the power of the Rumble Rumble Fruit, Haruma is immune to all non-Haki-Imbued attacks that he can see. In addition, when he takes damage, all creatures within 5 feet of him must succeed on a DC 24 Dexterity saving throw, taking 14 (4d6) lightning damage on a failed save and half as much on a successful one.

Innate Spellcasting. Haruma's innate spellcasting ability is Strength (spell save DC 24, +15 to hit with spell attacks). He can innately cast the following spells, requiring no material components:
At will: Shocking Grasp (120 ft.), Thunder Step (BA), Lightning Lure, Lightning Bolt, Call Lightning, Heat Metal
7/Day each: Revivify, Chain Lightning

Awakening. Once per day, as an action, you can transform into a physical embodiment of pure lightning, channeling the dreadful power of one of mankind’s oldest fears—a thunderstorm 500 feet across forms above you, with powerful winds and spitting rain filling the area. You gain a flying speed of 120 feet and can cast Lightning Bolt at will as a bonus action. Additionally, all your attacks deal an additional 2d6 lightning damage. This effect ends after 10 minutes or when you use an action to end it.

Actions

Multiattack. Haruma can make three thunder punch attacks.

Thunder Punch. Melee Weapon Attack: +19 to hit, reach 5 ft., one target. Hit: 23 (3d6 + 12) bludgeoning damage plus 14 (4d6) lightning damage. 

Sango. Ranged Spell Attack: +14 to hit, range 30/60 ft., one to three targets. Hit: 14 (2d6 + 7) lightning damage per bolt. 

El Thor (Recharge 5-6). Haruma chooses one point he is aware of within 1 mile of himself. Creatures within 40 feet of that point must succeed on a DC 24 Dexterity Saving throw, taking 91 (26d6) lightning damage on a failed save.

30,000,000 Volt Hino (Recharge 3-4). Haruma sends a giant eagle of electricity in a 15-foot wide, 120-foot long line. Each creature in that area must succeed on a DC 24 Dexterity saving throw, taking 72 (13d10) lightning damage on a failed save, or half as much on a successful one.

 

 

Bonus Actions

Lightning Warp. Haruma can cast Thunder Step as a bonus action.

 

Reactions

Logia Avoidance. When a creature targets Haruma for an attack, he can use his reaction to impose disadvantage on the attack.

Kari. Haruma can use his reaction to reduce damage from ranged attacks by 3d10+7, and if this reduces the attack's damage to zero, the attack is destroyed.

Hardening Armor. As a reaction to taking damage, Haruma can harden his skin like jet-black armor and grant himself resistance to all triggering damage (7/Day).

Resent Shock. When an attack fails to deal damage to Haruma, he can use his reaction to deal 7 (2d6) lightning damage to the creature that attempted to damage him.

Legendary Actions

Haruma can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. Haruma regains spent legendary actions at the start of his turn.

Detect (Costs 1 Action). Haruma makes a Wisdom (Perception) check.

Warp (Costs 1 Action). Haruma casts Thunder Step.

Vari (Costs 3 Actions). Haruma Discharges electricity to all creatures within 10 feet of himself. Each creature in this area must succeed on a DC 24 Dexterity saving throw. Taking 7 (2d6) lightning damage on a failed save and half as much on a successful one. This damage increases by 1d6 for every 10 hit points he is missing.
