Magic Attacks. The Violator’s attacks are magical.

Innate Spellcasting. The Violator is a 9th-level spellcaster. It’s spellcasting ability is Charsima (spell save DC 20, +12 to hit with spell attacks). The Violator can innately cast the following spells, requiring no material components:

Cantrips (at will): Fire Bolt, Shocking Grasp, Toll the Dead

1st level (4 slots): Cause Fear, Charm Person, Mage Armor, Ray of Sickness

2nd level (3 slots): Crown of Madness, Melf’s Acid Arrow, Scorching Ray

3rd level (3 slots): Counterspell, Fireball, Lighting Bolt

4th level (3 slots): Fire Shield, Polymorph, Vitriolic Sphere

5th level (1 slot): Dominate Person

Legendary Resistance (3/day). If the Violator fails a saving throw, it can choose to succeed instead

Actions

Multiattack. The Violator can make either four melee attacks with its claws or make three attacks, two with its claws and one with it’s bite.

Claw. Melee Weapon Attack: +15 to hit, reach 5 ft., one target. Hit: 17 (2d8 + 7) [piercing] damage. 

Bite. Melee Weapon Attack: +15 to hit, reach 5 ft., one target. Hit: 22 (4d6 + 7) [piercing] damage.

Fire Breath (Recharge 6). The Violator exhales fire in 50-foot line that is 5 feet wide. Each creature in that line must make a DC 18 Dexterity saving throw, taking 54 (12d8) fire damage on a failed, or half as much on a successful one.

Description

The Violator’s were created in the Nine Hell’s by Asmodeus himself. They act as watchers on the Material Plane reporting to Asmodeus and Asmodeus only about any activity that his Arch-devils or underlings are doing.

They also look to corrupt any and every humanoid race on the material plane, with humans being there favorite since they are the shorted lived humanoid on the Material Plane.

While on the Material Plane, they look like short, balding, human bards with blue painted clown faces. They can be found in anywhere on the Material Plane and if one is every seen in the court of royalty or with someone in a position of authority, it has most likely used its magic and charmed its way into the court.

The Violator will not directly go into combat unless it has been attacked, if one of the devils from the Nine Hells is going against Asmodeus’s order’s, or told to attack by Asmodeus. Once attacked, the Violator changes into its true form of a large grayish looking demon with long lanky arms that have razor sharp claws on each hand, an elongated jaw with rows of teeth, glowing green eyes, with two horns protruding out of its head, and one long one that curls upwards out of its upper back.

The Violator will never run while in combat and will not stop until the threats are eliminated or told to stop by Asmodeus. If the Violator is reduced to 0 hit points, it’s body will dissolve into a green pool and slowly sink into the ground. It can return to the Material Plane in 2d4 days.
