Shapechanger. The werewolf can use its action to polymorph into a wolf-humanoid hybrid or into a wolf, or back into its true form, which is humanoid. Its statistics, other than its AC, are the same in each form. Any equipment it is wearing or carrying isn't transformed. It reverts to its true form if it dies.

Keen Hearing and Smell. The werewolf has advantage on Wisdom (Perception) checks that rely on hearing or smell.

Regeneration. At the start of its turn, the werewolf regains 10 hitpoints unless it is incapacitated or has been injured by a critical hit or silver weapon since its last turn. The werewolf cannot regenerate hitpoints this way while in humanoid form.

Actions

Multiattack. (Humanoid or Hybrid Form Only). The werewolf makes two attacks: two with its staff (humanoid form) or one with its bite and one with its claws (hybrid form).

Bite (Wolf or Hybrid Form Only). Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d8 + 2) piercing damage. If the target is a humanoid, it must succeed on a DC 13 Constitution saving throw or be cursed with werewolf lycanthropy.

Claws. (Hybrid Form Only). Melee Weapon Attack: +5 to hit, reach 5 ft., one creature. Hit: 7 (2d4 + 2) slashing damage.

Staff (Humanoid or Hybrid Form Only). Melee Weapon Attack: +6 to hit, 1d8+3 magical bludgeoning damage, as well as 2d8 cold, fire, or lightning damage (the werewolf's choice).

Devourer's Teeth (1/day). The werewolf lets out a ferocious howl in a 30 cube originating from itself. All creatures in the cube must make a DC 14 Strength saving throw or take 4d10 bludgeoning damage and be pushed back 15 feet. Creatures who succeed take half damage and are not pushed back. Additionally, one creature who fails is assailed by a spectral wolf. It takes an extra 2d10 piercing damage, and is restrained for one minute. As an action, it may attempt a Strength saving throw to end the effect.

Spellcasting. The Voice of the Devourer can cast the following spells as an action.

Description

The Devourer embodies the aspects of nature that the tree huggers would rather not talk about, but it is revered by some, including werebeasts. The Devourer has no traditional clergy, but allows its power to be channeled by a few, such as the werewolf listed above, who will remind feeble humanity that civilization is and always will be fleeting and at the mercy of nature.

The above werewolf would likely be found as a member of an isolated pack, not holding a formal role within the larger Cazhaak faith.
