Actions

Multiattack: Adjudicator can make either two Instrument of Wrath attacks or one Instrument of Pain attack

Instrument of Wrath: Melee Weapon Attack: +14 to hit (10ft reach)  Adjudicator bears down a massive sword comprised of dismembered body parts and wings twisted in black and red steel which deals 29 (6d6+8) slashing damage. If this damage reduces the target to 0 hit points it is hurled 40 feet away from Adjudicator where it lands prone with 1 failed death saving throw

Instrument of Pain: Ranged Weapon Attack: +14 to hit, (range 120ft), Adjudicator fires out three separate knife shaped instruments forged out of dead deva wings then throws them at a target dealing 15 (3d4+8) piercing damage. If all three instruments hit then the target must make a DC 19 Constitution saving throw or be stunned until the end of their next turn

Orbs of Discord (Recharge 4-6) Ranged Spell Attack: +11 to hit, (range 120ft)  Adjudicator opens a small hatch in its chest where it fires out four orbs of energy harnessing both its celestial and demonic power. Each orb deals 11 (2d10) radiant damage and 11 (2d10) fire damage to their respective target. 

Heaven and Hell (Recharge 6) As a bonus action Adjudicator can begin to store energy in its body as it begins to pulse and spark; on its next turn as an action it can release all the energy it has stored dealing 55 (10d10) radiant damage and 55 (10d10) fire damage - the amount of damage it has taken since it started charging to all enemies targets within 120ft of it. If the target were to take 0 damage from Final Heaven they instead take 1 point of radiant damage. 

Reactions

Rebuke of the Demonic Celestial: When hit by a melee attack Adjudicator can as a reaction send a surge of raw energy at the attacker. The attacker must make a DC 19 Dexterity saving throw or take 11 (2d10) fire damage and 11 (2d10) radiant damage or half as much on a successful save

 

Legendary Actions

Can take 3 Legendary Actions, choosing from the options below. Only one legendary action can be used at a time, and only at the end of another creature's turn. Spent legendary actions are regained at the start of each turn..

Glower: Adjudicator glowers down at a target it can see within 120ft of its position. When it next takes the Multiattack action it has an extra +2 to hit and an extra +3 to its damage when attacking that target

Instrument of Absolute Wrath (Costs 2 Actions) Adjudicator can make an additional Instrument of Wrath attack against a target.

Instrument of Absolute Pain (Costs 3 Actions) Adjudicator can make an additional Instrument of Pain attack against a target

Description

Adjudicator is a construct which defies all convention, it is disgusting, foul and sends shivers up the spine of any who even see it. The construct stands at 16ft tall with its body being made out of twisted black and red metal as well as the dead bodies of tortured and mutilated devas.

This construct was made by demons as a means to be a superweapon in their conquest against both the devils and the angels however it was never fully completed though the fusion of both demonic and celestial traits has created a construct that is both unnatural and horrific. It has two massive main arms with which it holds the instrument of wrath in one and can pull of the instruments of pain from another.

However, along it's stomach there are four holes where the Hands of Punishment, Salvation, Resilience and Precision originally appear in order to stop people who try and hurt the Adjudicator. The Adjudicator itself remains dormant until all four of these hands are disabled at which point it will begin to attack on its own accord.
