Ice Walk. The dragon can move across and climb icy surfaces without needing to make an ability check. Additionally, difficult terrain composed of ice or snow doesn't cost it extra movement.
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Claws. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 10 (2d6+3) slashing damage.
Cloud Breath: As fog cloud spell, in 30ft cone, duration 2 minutes. Creatures within the cloud are blinded unless they have infravision, and must make a DC14 Constitution save. On a failed save, the creature takes 3d8 cold damage, or half as much on a successful one.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 10 feet of the dragon must succeed on a DC 19 Dexterity saving throw or take 13 (2d6 + 6) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Description
Aerial Acrobats. Whilst trekking in the mountains, you might catch a glimpse of a small herd of cloud dragons, roosting on cliffsides or racing through the air. This wild creature is not quite a true dragon, as the chromatic and metallic dragons that are its kin; instead of hard scales, a cloud dragon has a soft supple hide and enormous feathered wings. It can shade many colours, from storm grey to purest white. It does not grow to quite the size of true dragons, nor has their intelligence, but has rudimentary communication skills.
(Skyhaven) Loyal Servants. Lyr’s own creation, the cloud dragon is the antithesis to Karasp’s black dragons. Cloud dragons are only found in the eyries of Skyhaven, and you may catch sight of one resting at station cities across Arkelin. Hundreds of years of service to the city have bred them sturdily, with broad shoulders and tougher hides. They are raised until five in the eyries, and then partnered with young Skyhaven rangers for the next twenty years of their lives. At this point, they are sturdy enough to start acting as the irreplaceable lifelines of the floating city, bringing supplies and travellers and returning waste to the surface.
There are rumours that in the central mountains, wild, smaller cloud dragons may yet exist, but if so, no true documentation has ever been found.
