When winter comes with all of its might, sometimes the worst that can happen is a whiteout. Casting this spell, the caster sprays the pearl dust infront of them, which will shimmer and then disappear. Any target within a 50 foot radius cube must make a Consitution and Dexerity saving throw, and on a failure the following happens:
- Failing the Dexerity saving throw: The target(s) is hit with a birage of ice and pounding snow, taking 6d10 magical bludegoning damage, and 6d10 cold damage.
- Failing the Consistution saving throw: The target(s) is chilled to the bone, receving both 2 levels of Exhaustion and being Stunned. The target(s) can end these effects by magical means, needing a 9th level Greater resteration, or some combarable 9th level spell, or the target(s) can repeat the save at the end of their turns, needing a save for both conditions (1 for 1 level of Exhuastion and 1 for Stunned).
On a success, the target takes half of the damage from the Dexerity save, and nothing happens from the Consistution saving throw.
Additonally, the area where the spell impacted is now difficult terrain due to the ice and snow affecting it now. The only way to rid the area of this is for it to be an enviroment above 100 degrees fahrenheit, by magical means, with a spell of 5th level or higher, or by any other means of magical fire which can deal a minimum of 50 points of fire damage in a single roll.
