You hurl a mote of fire at a creature or object within range. Make a ranged spell attack against the target. On a hit, the target takes 1d10 fire damage. A flammable object hit by this spell ignites if it isn't being worn or carried.
This spell's damage increases by 1d10 when you reach 5th level (2d10), 11th level (3d10), and 17th level (4d10).

Why is this spell for Sorcerer or Wizard, but not a Warlock? Just Curious
Can you hit creature that you can't see within range?? Ex. Full cover.
You see, Warlocks have Eldritch Blast which is pretty much the same, but with force damage. It might actually be better because according to my experience not a lot of monsters have a resistance to force damage.
Because this is a ranged attack that the caster needs to roll to hit, I'm guessing use the same rules for other ranged attacks.
Total Cover
A target with total cover can't be targeted directly by an attack or a spell, although some spells can reach such a target by including it in an area of effect. A target has total cover if it is completely concealed by an obstacle.
Because warlocks get Eldritch Blast.

So, acknowledging Eldritch Blast, why doesn't Warlock get both that AND this?
Balance purposes can't make the always resting warlock have to many good cantrips jk... But yeah probably to limit how many similar cantrips the warlock has because the only real difference is damage type. You'll only be able to carry both if your DM allows you to which honestly in my personal does very little to help your character.
Story: once in my groups first campaign (with me being the only person with even a hint of prior knowledge of D&D because of podcasts) a tree was about to fall on another player and I, with all the dumb confidence in the universe, thought "hey, I have magic, it blasts stuff real good" so I shot it with a fire bolt. It did save the person but they had like a split personality type thing where sometimes their warlock patron would take over so they ran of because of that and I accidentally started a forest fire. Forest burned, got to nearby town, had an argument about the ethics of trading when a shopkeep isn't there, and I ruined the campaign. This happened in like a total play time of about an hour.
Now, if a target is restrained by the Web spell or covered in flammable oil. That's not something they are technically "wearing" so would that material ignite from the spell?
Do Wizards or Sorcerers get Eldritch blast?
Just target the obstacle, and if a flammable object, that creature will move eventually. Otherwise, target it until the obstacle is destroyed!
If you use the Web Spell, Grease Spell, cover them in oil, or tie them up with flammable rope, then they are not Wearing it. They are *covered* by it, restrained by it.
Wearing something is pretty much anything that you can Don/Doff.
So lets make an example:
A character gathers up a bunch of leaves, nit them up into a type of clothing, it takes them 1 minute to don. The character is now wearing leaves as clothing. Hence can't be set on fire by Fire Bolt.
A character that has a bunch of leaves thrown at them, having a few leaves sticking out here and there that stuck to the character. This character is not wearing the leaves. Hence Fire Bolt can set the leaves on fire.
The Web Spell, or Webs big enough, restrains the characters, they are not actively doning the spell or the silken strings as clothing, or armour. Do note though: Equipped items such as clubs, sticks, lanterns, and so on so forth, are equipped, meaning they are worn by the character. Which is different from Grabbing, or Holding in this case, so if a character grabs on the silk of the Web spell, they are not equipping the web, they are trying to hold onto it, to try and remove it from themselves. So fire away my friend, make them burn!
