- One effect that charmed or petrified the target
- One curse, including the target's attunement to a cursed magic item
- Any reduction to one of the target's ability scores
- One effect reducing the target's hit point maximum
Slightly annoyed that paladins don't get access this spell.
You don't need to keep the arm around to have it regrow via regenerate
Paladins can't learn this spell for the same reason they can't learn any other spell - they prepare their spells.
Can Greater Restoration cure the effects from the Raise Dead spell?

None. This spell doesn't restore hit points.
RAW and RAI no. Though the effects of Raise Dead function similarly to a reduction to ability scores, they are not themself a reduction to ability scores, and they are constructed deliberately to circumvent using this spell. As always, your DM is free to rule otherwise.
Stone to Flesh is not a spell in 5th edition. Flesh to Stone is, however, and the reason it is a higher level than this spell is because it is an offensive spell. Flesh to Stone can potentially remove a creature from a fight, which is very powerful depending on the target and the setup available to make them fail their saves. However, restoring a creature from being petrified is far less powerful on a short-term basis, which means its effects are less important to game balance. Additionally, this spell consumes material components, which contributes to its lower spell slot requirement.
