Yes, it does! If you look at the rules for concentration, incapacitation breaks concentration!
You can't concentrate on a spell when incapacitated. It's in the rules governing concentration, not in the effects of incapacitation. I don't know why it's written that way.

Do you have to maintain line of sight, or could the target be obscured after the casting (in darkness or fog cloud for instance) and still be paralyzed?

They both have their uses. THL is for simplifying battles, keeping one enemy out of the fight for a little while. HP allows your allies to single out and dogpile onto one particular enemy. Once you get to higher levels, THL tends to drop off in power, as it is easily outclassed by hypnotic pattern and banishment (both of those spells don't require any subsequent saves to end the effect early).
does hold person work on mobs
does the spell end if the affected creature goes to 0 hit points and then back up to 1 hit point or does it keep going? for example the Necrotic husk ability from an undead warlock or an orc's relentless endurance?
Yes, there is time stop, but only the castor is unaffected (it is basically a way to get extra turns, it doesn't last long)
The range is 60ft, but for clarity if you upcast the spell and target a humanoid 60ft away and there happens to be another humanoid 30ft or less further from you, you cannot target them, right? I'm assuming not, but I'm curious anyway.

I would DM house-rule allowing certain specific characters or classes to cast this spell on certain other creature subtypes if that PC can demonstrate that they have a fundamental understanding of the psychology of the creature type in question. So I would allow e.g. a Druid casting hold person on multiple wolves or other animals, a Warlock maybe casting it on certain lower-CR devils or demons. But most important is that the player has to demonstrate that their character has fundamental psychological understanding of the creature they're trying to enchant. Might even allow an Order Cleric to cast it on certain Lawful-Neutral creatures?
Also a note: Everyone who says Flight is Overpowered, that think because an Aarakocra or other beings with flight, that are Humanoid btw, if they are flying, Hold Person, will cause them to fall down how far they had flown up. So for an Aarakocra, they can be 50ft above ground. If a Flying Creature is reduced to 0ft movement, they will fall down. And depending on the height, they will take quite a hefty deal of damage. And if they survive the fall, and still under the effect then they can be piled on for just a execution style.
And having a level 3 Bard, Cleric, Druid, Sorcerer, Warlock, or Wizard as enemies in small groups is very common (At least in my games) specially wizards, warlocks and sorcerers. So Aarakocra being OP because of flight, is just a laughing matter. DMs have to understand that there is many ways to counter small things like flight.

Yes. The spell always requires saving throws when first used, and at the end of the target's turns, regardless of when it is first used.

If I hit a Held target, is it considered a Critical. Meaning if I hit the die result is automatically a 20 not mater what I rolled as long as it hit OR is just the Dice doubled Say I roll an 11 with +11 to hit making it 22 hitting the target OR A roll of 11+a to Hit bonus of 11 hits the target and the die roll is considered a 20.
The reason I am asking is. I was unable to reach the Big Bad, but I was right next to minion and 30' from the Big Bad And had 4 levels in Rune Knight fighter. I Cast hold person on the minion. He failed. I action Surged and I hit and smite the minion and transferred the damage to the Big Bad. He had 24 AC after shield spell. Was my transfer of damage considered a Crit roll so I could hit him.
