Swarming, biting locusts fill a 20-foot-radius sphere centered on a point you choose within range. The sphere spreads around corners. The sphere remains for the duration, and its area is lightly obscured. The sphere's area is difficult terrain.
When the area appears, each creature in it must make a Constitution saving throw. A creature takes 4d10 piercing damage on a failed save, or half as much damage on a successful one. A creature must also make this saving throw when it enters the spell's area for the first time on a turn or ends its turn there.
At Higher Levels. When you cast this spell using a spell slot of 6th level or higher, the damage increases by 1d10 for each slot level above 5th.

Unless a spell specifically gives you the option to choose who it hits, like spirit guardians for example, yes. Players, enemies, and even animals who happen to be walking by are creatures. If you have stats or a stat block, generally you're a creature.
Allies walking through this will be hit by it.
Allies in it when you cast the spell will be hit by it.
Can you clarify if it is possible to move the Insects area using a spell?
The spell doesn't say you can move it, so you can't.

Are the Locust conjured by this spell actual animals or are the a magical effect that takes the form of locust?
If its the fist one the animal shapes might work on it depending on whether the DM deems your conjured locust as “willing”.
if the second one then this idea is dead on arrival
