Base Class: Bard
Bards of the College of Rock are all about making noise and having fun, these chaotic music machines usually can be found drunkenly screaming as they strum away. Tough and Energetic rock bards are usually known to be disruptive and annoying, but some have found a following, usually consisting of adolescents and young adults, with whom they throw wicked parties and fiestas. Always up to hijinks and always looking for a tussle, bards of rock are some tough cookies.
The loyalty of these bards lies in the pursuit of Pleasure and Excitement, not in fealty to a monarch or following the rules of a kingdom. A noble who keeps such a bard as a Bodyguard or Battle Mage wouldn't regret it.
The college’s members gather in pubs and sometimes in abandoned buildings, complete with couches and food. To rock out with one another. They also meet at festivals or big political events, where they can cause a ruckus, entertain, and poke fun at self-important figures of authority.
Bonus Proficiencies
You gain proficiency with medium armor and shields.
Instrument Of Disruption
Choose one martial weapon to become proficient with that does not have the special property. Your instrument takes on the basic shape of this weapon and gains its statistics. You cannot be disarmed of this weapon and can dismiss it as a bonus action, shunting it into an extradimensional space, it appears in your hands when you use a bonus action to summon it. You can choose a new Instrument of Destruction by performing a 1-hour long ritual over an existing instrument.
Chords Of Power
At 3rd level, you can manifest your thunderous musical energy in the form of powerful blasts of sound.
Chords. You learn two chords of your choice. Many chords enhance an attack in some way. You can use only one chord per attack and each chord utilizes one use of your Bardic Inspiration feature unless otherwise stated. Some chords require a saving throw. If this is the case the DC is equal to your Spell Save DC.
You learn one additional chord of your choice at 6th and 14th levels.
Accelerate
Your walking speed is tripled, your jump height and distance is tripled, and attacks of opportunity against you have disadvantage until the start of your next turn.
Discordant Shriek
When you see a creature cast a spell, you can attempt to disrupt the casting as per Counterspell at 3rd level. However, if the level of the spell you are attempting to disrupt is higher than 3rd level, instead of making an ability check using your spellcasting ability, roll your Bardic Inspiration die and add your Charisma modifier.
Persuasive Strike
When you hit a creature with your Instrument of Destruction, the creature must succeed on a Wisdom saving throw or become charmed by you for 1 minute. The creature repeats the saving throw at the beginning of each of their turns and when they take damage.
Rallying Melody
When you make an attack against a creature with your Instrument of Destruction, you can make another creature make an attack against the same creature as a part of your attack action.
Reverb
When you cast a spell that deals damage, you can expend a number of Bardic Inspiration uses equal to the spell's level (cantrips use 1). The target takes half of the damage dealt by the spell at the start of their next turn.
Shielding Chord
When you would be struck by an attack, you can use your reaction to increase your AC by an amount equal to the value rolled by your Bardic Inspiration die.
Taunting Howl
When you make an attack against a creature with your Instrument of Destruction, the creature must succeed on an Intelligence saving throw or have disadvantage on all attack rolls against creatures other than you for 1 minute. The creature repeats the saving throw at the beginning of each of their turns and when they take damage.
Thunderous Chord
When you hit a creature with your Instrument of Destruction, the creature takes an additional amount of damage equal to two of your Bardic Inspiration die.
Vibrato Strike
Starting at 6th level, you can attack twice, instead of once, whenever you take the Attack action on your turn. You imbue your weapon with intense sound, causing it to ring out whenever it strikes, dealing thunder damage in place of its regular damage.
Embodiment Of Chaos
When you are struck by an attack you can use your reaction to deal one Bardic Inspiration die in thunder damage to the attacker. You can use this feature a number of times equal to your Charisma modifier before taking a short or long rest. This does not expend your uses of Bardic Inspiration.
Additionally, attacks you make with your Instrument of Destruction deal an additional amount of thunder damage equal to your Bardic Inspiration die.

I like the subclass as a more versatile combat focused bard. The one thing I might change is remove the shielding chord because it is a bit to similar to the 3rd level feat of the College of Valor bard resulting in it being stronger than some of the other bard subclasses due to the extent of the versatility. Plus I'm not sure if it matches the more aggressive metal vibe you are going for with the class.
I REALLY dig the discordant shriek and reverb. Definitely feel the rock in those abilities.
