Homebrew is only shared within a campaign and only if it's in your collection. If you've made a homebrew monster, your DM won't be able to add it an encounter because encounters don't exist within campaigns (unlike characters).
It's like how you can add a shared homebrew magic item to a character in a campaign, but you can't add it to a character not in the campaign
Okay, That is the confusion i guess. You can only add a homebrew monster to a campaign if you are the DM unless it has been submitted and made public. I cant have a homebrew monster in my collection, Join some elses campaign and have them see the monster.

It all depends on where the homebrew in question is to be used/accessed. As Davyd explained, the only homebrew a DM can use in the encounter builder is homebrew in their collection, because encounters are not considered to be "in" campaigns. (Even though you can specify the campaign the encounter relates to). However, your DM (or anyone else in the same campaign) could access the monster through the Extras section of a character sheet: I just tried it myself, and sure enough, a homebrew by one of my players showed up for me to choose.
My Homebrew is not visible to my DM in his campaign. I do have my content sharing turned on. Is there a setting I missed.
Is the homebrew added to My Homebrew Collections or only under My Homebrew Creations for you?
