Items I make in the Homebrew section can be shared with players in a campaign I run even if I'm not paying for a Hero of Master Tier subscription right? And if so, do I have to do anything to make it available to my players? Like if I have a Hombrew magical sword, how do I get it so my players can put it into their inventory and use it?

As long as your homebrew is private then yes. As the DM when you create the campaign you are given the option to allow or disallow homebrew content sharing. If on them homebrew content is shared. You can only share with a single campaign, or up to 3 campaigns with a Master Tier subscription.
At least as far as I know and understand.

If the players are allowing homebrew content on the first page of the character editor, yes, the items will show up automatically in the Add Items section of their inventory.
