In that level override functionality, I would like to be able to override the action reset time, so that at level x the action resets on long rest, but at level y, the action resets on a short rest.
Would like to, when making a subclass feature, modify the reset type in a level override.

Yeah, level override is fairly limited in what you can scale up.
