On DnD Beyond, I can select 4 level-2 spells, but that is impossible if you level up organically. Starting at 2 level-1 spells at character level 1, picking another level 1 spell at level 2, and selecting a level 2 spell at level 3 PLUS swapping out a lvl1 spell for a lvl2 spell, you can at most get 2 lvl1 spells and 2 lvl2 spells. You get it.
The system is built to allow you to select the number of spells shown in the Sorcerer table. Spells known is not a level specific number even though in the text of Spells Known of 1st Level and Higher it spells out how spell progression works. The system is not built to be as stringent as those rules are, especially since a player has the ability to swap out a learned spell at every level up. Based on the functionality of the website, you could technically build a level 20 character with 15 level 8 and level 9 spells. It functions that way on the website, but RAW would not be allowed in most any game.
Basically go by the rules, not what the website's functionality allows you.
