It seems that the Homebrew Background creation tools do not all one to create custom tool proficiencies, but only select from those already created. Is this expected behavior?
I am creating a Homebrew Background for my character as a Farmer, and I would like my character to have tool proficiencies in Vehicles (Land) and "Farming and Gardening Implements", but when I attempt to add "Farming and Gardening Implements" as a tool proficiency, the system rejects it, since it does not match any pre-existing tool proficiency, and there is nothing remotely similar already in the system. There doesn't seem to be much point to the Homebrew facilities, if I can't actually homebrew.
I realise this is a minor problem, but the whole point of D&D for me is not buying books, but writing my own stories.
Directly on the character sheet, you can go to the Proficiencies section and hit the little cog symbol ⚙️, that will allow you to customize things directly on the character sheet. In the “Choose an Option” dropdown if you scroll all the way to the bottom and under the “Custom” heading you can select either Tool or Language and add whatever custom tools you like.

Sposta's solution is the only way currently to do what you want to do. There is no way to create new proficiencies with the homebrew tools. So, while the answer may not be satisfactory to you, it is correct. Would it be nice to be able to use the homebrew tools to do so? Yes. Is such a change likely to happen anytime soon? No. But it is helpful for the DDB staff to know that such a thing is of interest to customers, so thank you for asking.
Three years later, I have to agree that creating homebrew tools and proficiencies would be great. I’m currently considering letting a player learn how to make tattoos, but I don’t want to have them just use Calligrapher’s Supplies. It’s a shame they didn’t add it, when they added tattoos in TCoE.
