I am a GM level subscriber. I own Monsters of the Multiverse and players can see these species as well as Players Handbook. Can see Artificer class form Tasha's.
I own Strixhaven, but players can not see the Owlin as a choice when creating characters.. It has to be added to the campaign and then players can see everything form that campaign. Only work around is for me to create a character than a player then modifies.
No, you don’t have to add anything to the campaign, the players just need to activate M:tG Content on the Home tab of the builder for their character sheets.
In my testing Books need to be shared - at least share Enabled, they can all be blocked for Character Creation and its sorta my point, if the player flicks the switch, they do/don't see it, but do see every other Species that is available.
If a player joins the game and has say 'Acquisitions Incorporated' and I don't that now is available but I can't block it, so Verdan is always available but not the Owlin... unless the player has left the tick box for Magic enabled.

What exactly do you perceive the issue/bug to be? From what you've described, everything is working as intended:
Shared content is only available to characters in the campaign through which content is being shared
Content is only available in the character builder if the player enables relevant content toggles such as Magic: the Gathering or Critical Role
The content management system blocks compendium access but not use of the options in the character builder
I've re-looked at the way its setup and I doubt anything I say will be taken into account as this is all geared to making money and not to the DM having control of their games.
Ironically for an online game, its still the easiest way for me to allow a player to setup a character for a game I'm running.
The DM either enables all books or none. So no granularity. There are times not all books are applicable for a campaign or one-shot
The Player has to be guided to turn off things to prevent books etc being included in the Character Creation Process
Any books a player comes with are automatically added to the list of books for that campaign. I have no say in the matter and players will add that stuff like its allowed.
All the D&D books keep saying ask your DM if this is allowed for books/optional features etc, but here they are controlled by the player. D&D Beyond was always first about making money from the DM but not giving control to the person who you charge the most of.
As I say I doubt this will be listened too, so not getting into long term debates. And I have found ways to mitigate some issues players were having.
